Corrupt doctors declare a dead man medically fit for a paltry Rs 200!

HYDERABAD: If Telugu film Tagore showed that doctors in a corporate hospital can `treat’ a dead man to fleece a few lakhs of rupees from his people, a few concerned citizens here proved that doctors, in fact, can go a step ahead and declare a dead man medically fit for a paltry Rs 200!

PS Padma Rao, a former assistant civil surgeon in King Koti hospital, had officially certified V Nageshwar Rao of Padma Rao Nagar, who died on August 26, 2009 as medically fit on June 7, 2010. (Expresso has access to Negeshwar Rao’s death certificate issued by the GHMC and the medical certificate issued by Padma Rao).
The doctor has been on the panel of doctors hired by the transport department to certify the health condition of driving license seekers.

The concerned citizens, who have been observing the illegal activities of several doctors on the transport department panel, approached Padma Rao, who operates in RTA Trimulgherry, for a medical certificate as per the Motor Vehicle Act on June 7, 2010 by affixing the photograph of Nageshwar Rao on the prescribed Form-1A.

Without bothering to know or ask for the details of the applicant, Dr Padma Rao, in his own handwriting, filled up the form declaring that the applicant has a mole on his right hand.

“I certify that I have personally examined the applicant.

The special test of distant vision and hearing ability, the condition of arms, legs, hands and joints of extremities of the candidate and to the best of my judgment he is medically fit to hold the driving licence,” Dr Padma Rao declared in the form and attested it. The doctor’s `services’ were in exchange of Rs 200 against the statutory fee of Rs 15.

Thanks to Padma Rao, the late Nageshwar Rao became eligible for a driving licence again. The licence that Nageshwar Rao took when he was alive was valid till March 12, 2012.

Appointment of professional doctors at all RTA centres was introduced by the transport department following the busting of a racket by the Task Force police in 2006. The officials exposed that several agents had been producing fake doctor certificates by using self-made letter heads and rubber stamps.

As a reform, the RTA officials appointed retired government doctors to certify the applicants.

But it has been found that some of these professional doctors have also been issuing false certificates by taking money. It is learnt that there are many more Padma Raos operating in the state, especially in the RTA centres in Hyderabad and Ranga Reddy districts.

    It wasn’t just football fervour or patriotism that got the 25-year-old to shed her clothes.
Riquelme has admitted that her efforts were an attempt to enhance her profile and grab attention from modelling industry. That’s a job well done, we say.

Washington: Ever wondered why some people pine over their lost love for long? Scientists say it is because romantic rejection triggers the same effect on brain akin to kicking an addiction.

    The study, the first to examine the brains of heartbroken people, found imagination of their former partners activate their brain region associated with addiction cravings, control of emotions, feelings of attachment and physical pain and distress. The results provide insight into why it might be hard for some people to get over a break up and why some people take extreme steps like committing suicide, experts said.
    “Romantic love is an addiction,” said study author Helen Fisher, a biological anthropologist at Rutgers University in New Jersey. “It’s a very powerfully wonderful addiction when things are going well and a perfectly horrible addiction when things are going poorly,” she was quoted as saying by LiveScience.

    For their study, the researchers scanned the brains of 15 college-aged volunteers who had all recently experienced a break up, but were still in love with the person who had rejected them. In the experiment, participants were shown images of their exlovers and asked to recall memories of their time together. Researchers found that when shown pictures of a former loved one, the brain reacted in the the ventral tegmental area, associated with “motivation and reward.”

    When confronted with photos of those who had jilted them, the subjects’ brains also responded in regions known as the nucleus accumbens and
orbitofrontal/prefrontal cortex. These parts of the brain are typically associated with intense addiction to cocaine and addiction to cigarettes. The researchers believe that the brain’s response to romantic rejection may have an evolutionary basis.

This word game helps predict lovers’ split

    
Researchers have developed a word game that can help tell whether a romantic relationship is heading for a split. University of Rochester researchers used a so-called implicit task, which shows how lovers automatically respond to words: In this case, whether they find it easier to link words referring to their partner to words with pleasant or unpleasant meanings.

Dalit girl paraded naked in Mumbai

Mumbai: Cases of attacks on dalit women aren’t confined to rural India: last month, a young dalit girl was stripped and paraded in a southern Mumbai locality. The local police has arrested 10 women and two men and slapped them with cases of atrocities. However, Sharada Yadav, the main accused, is out on bail.

    Said senior police inspector Rajan Bhogale: ‘‘All the suspects named by the victim, including Sharda Yadav, were arrested in the case. We charged them under the Prevention of Atrocities Act. But Sharda Yadav was granted bail by the court.’’ The 22-year-old dalit girl Mita Kamble (name changed), who was stripped and dragged out of her house at Darukhana, Reay Road, by a mob of mostly women, said: ‘‘They all shouted that dalits like me should not live in this area. They kept hurling abuses on me.’’ What led to the incident was rape of a five-year-old child, allegedly by Mita’s brother, a watchman at the shipbreaking yard, on June 16. Vijay Kamble (34) was arrested by the Sewri police. ‘‘While stripping me, Sharada Yadav and another woman kept shouting that I would have to pay for my brother’s crime,’’ said Mita.

    On the other hand, the fiveyear-old girl who was raped returned home on Friday after she underwent two surgeries in J J Hospital. Several organisations and social workers recently held a rally and demanded the police to hold some counselling sessions for the residents.
